A condenser capsule is essentially designed as a parallel plate capacitor. The moving diaphragm is the front plate and the rear plate is fixed.

A fixed electric charge must be applied to these plates and will be supplied either permanently through the electret material or externally through a DC bias voltage. To maintain a constant charge, the capsules must be designed with incredibly high electrical impedance.

But this is just a rule. In fact, many small-diaphragm microphones use slightly larger capsules for audio recording.
